The Compulsory Registration Scheme (CRS) falls under Scheme II of Schedule II of the BIS Regulation Act 2016. Established in 2012, CRS aims to ensure the quality and safety of designated products entering the Indian market. Unlike some certification schemes, CRS operates as a self-declaration scheme, meaning manufacturers or importers declare compliance with BIS standards without periodic factory audits. CRS is mandatory for certain products, with a total of 77 items identified by four Ministries: MEITY, MCF, MNRE, under BIS Scheme-II. Compliance with CRS is essential for legal market access in India.
What Products are COvered Under The BIS-CRS Scheme": Under the Bureau of Indian Standards - Compulsory Registration Scheme (BIS-CRS), a total of 73 products have been notified by three different ministries, namely the Ministry of Electronics and Information Technology (MEITY), Ministry of Communications and Information Technology (MCF), and Ministry of New and Renewable Energy (MNRE). These products span various sectors and industries, including but not limited to.
The Bureau of Indian Standards - Compulsory Registration Scheme (BIS-CRS) encompasses a wide range of products crucial for ensuring public health, safety, and environmental protection in the Indian market. These products include but are not limited to:
These are just a few examples of the diverse range of products covered by the BIS-CRS. The scheme aims to safeguard consumer interests, promote quality and safety standards, and facilitate trade by ensuring that products meet the prescribed requirements before they enter the Indian market.
Anyone who manufactures or imports products covered under the Compulsory Registration Scheme (CRS) of the Bureau of Indian Standards (BIS) Act can apply for a BIS certificate. Specifically, the manufacturing unit or factory producing the notified products and intending to sell or export them to the Indian market are required to apply for an 8-digit Registration number from BIS.
The Registration number is unique for the combination of:
(A) Name of the Manufacturer and Location (B) The Brand (C) The Product category
Once certified, manufacturers can display the Standard Mark with the unique 8-digit Registration number on their certified products until the validity date of the certification. This certification serves as evidence that the products meet the specified quality and safety standards mandated by BIS.
These steps represent the comprehensive process that manufacturers or importers must follow to secure BIS certification for their products, thereby demonstrating adherence to the quality and safety standards mandated by the Bureau of Indian Standard
The Bureau of Indian Standards - Compulsory Registration Scheme (BIS-CRS) certificate is typically granted for a minimum validity period of 2 years by default. However, manufacturers have the flexibility to renew the certificate after the initial 2-year period for additional durations of 2, 3, 4, or 5 years, according to their specific requirements and preferences. This renewal process allows manufacturers to maintain compliance with BIS standards and continue marketing their products in the Indian market without interruption.
By understanding this timeline, applicants can better plan and manage their CRS (BIS) registration process, ensuring timely compliance with regulatory requirements and facilitating access to the Indian market for their products.
